1. The government is committed to the well-being of its employees and strives to encourage work-life balance so that employees and their families can live happy, fulfilled lives. In this regard, the policy of the government is to ensure that each employee is assigned a workplace where they are most productive and best contribute to improved governance and the effective delivery of public services. Further, in general, the Public authority is resolved to right situation of the staff to further develop effectiveness and responsibility in organization.

2. As a result, the following guidelines for employee transfers for the year 2023 have been issued by the government in supersession of the orders in references 11 and 12 read above.

3. The current restriction on move of workers forced in the references eleventh and 12thread above is loose for the period from 220d May to 31st May to guarantee right arrangement of representatives to tie down ideal efficiency and obligation to encouragement of Government’s advancement goals.

Guidelines of Transfers and Postings:

When transferring employees, the following principles can be used:

i. Transfers will only be made “on request” and for administrative reasons.
ii. Only employees who have worked at a station for two years as of April 30, 2023, are eligible to request transfers; employees who have worked at a station for five years or more as of that date will always be transferred.

iii. Administration in all units at a station will be counted while computing the time of stay. Station implies place (City, Town, Town) of genuine working with the end goal of moves and not office or foundation.
iv. However, the State Audit Department’s offices are all in the District Headquarters, so “station” refers to an office within the zone.
v. The following categories will be given preference:

  • a. Employees with disabilities of at least 40%, as determined by a competent authority in accordance with the definition of “persons with disabilities.”
    b. Employees with mentally ill children are directed to a location with medical facilities.
    c. The medical reasons for cancer, open heart surgery, neuro surgery, and kidney transplantation—whether for oneself, one’s spouse, or dependent children and parents—in locations with such facilities.
    d. Widow worker delegated on Sympathetic arrangements.
    e. Husband and wife cases (only one spouse will be moved in accordance with the prescribed procedure). After the facility has been used, the next request can only be made five years later.

vi. For the purpose of sanctioning TT A and other benefits associated with transfers, all transfers impacted by employees’ preference for stations following the procedure will be considered request transfers.
vii. If there are no open promotions at a different location, employees will always be transferred from their current location.
viii. Before filling positions in non-ITDA areas, all Notified Agency vacancies must be filled first.
ix. Subject to the fulfillment of the conditions outlined in this GO, employees (Local Cadres, Zonal Cadres) who have been working in ITDA areas for more than two years may be transferred to the location of their choice, with due consideration given to the employees’ relative seniority.
x. The following criteria must be met in order to post in ITDA Areas:

  • Employees under the age of 50.
  • The representatives who have not worked before in the ITDA regions up to this point in view of the length of administration in plain region downwards.

xi. In addition to ITDA areas, areas that are interior and backward and have a lot of open positions will be given preference when filling transfer positions. HoDs and Region Authorities will guarantee something similar.

Proceedure for Transfers:

a) The transfer restrictions will be relaxed on May 20, 2023, through May 31, 2024.

b) Subject to the existing Government Orders and the specified conditions, all transfers shall be made by the competent authorities in accordance with the existing delegation orders.

c) Implementing the transfer orders in a manner that is as transparent as possible and leaves no room for complaints or allegations is the responsibility of the department head in question. Any infringement of these rules will be seen truly.

4. The accompanying divisions, which have remarkable functional frameworks might devise their own exchange rules pertinent to their Specializations subject to adhering to the above rules. The departments that generate revenue, such as, I) Business Assessments; ii) Taxes and Prohibition; iii) Stamps and Enlistment; v) Agriculture Department and the Department of Transportation They must also finish the process by May 31, 2023.

5. The Departments of Education, namely, The Departments of School Education, Higher Education, Intermediate Education, Technical Education, and the Departments of Education that report to the Welfare Departments are exempt from the aforementioned transfer guidelines. However, with the prior approval of the Finance Department, these departments may also develop their own transfer guidelines that are relevant to their departments.

6. The Circular Memo No. 1 standing instructions for the transfer of office bearers of recognized Employees Associations As stated in GADOI-SWOSERAl27/2019-SW, GA (Services Welfare) Department, dated June 15, 2022, office holders of all State-level, District-level, and Division-level Recognized Service Associations will not be transferred until they have served three terms or nine years in a given station.

7. Employees with visual impairments are not allowed to be transferred unless they specifically request to be transferred. Quite far, these classes of workers might be posted at a position of their decision subject to accessibility of an unmistakable opening.

8. Employees whose requests for transfer are based on charges, IACB/Vigilance cases, or both will not be considered. If there is a request for a transfer, the Authority must make it clear against that employee’s name.
