In the references 1st to 3rd read above, the Commissioner of School Education has reported that, the Government is giving high priority to School Education with a vision to create best infrastructure and qualitative in education sector by developing the Education value chain and improving academic standards. Previously, the workload on the Mandai Educational Officers is limited as there were only a limited number of schools and limited number of programmes and the MEO could focus equally both on the Academics and the Administration. But, now due to a large number of programmes are being implemented in the School Education department and increased number of schools, the workload on the MEO, the first field level officer, has increased enormously and the MEO could neither focus on the Academics nor on the Administration. Therefore, it is very much essential to have one Mandai Educational Officer for looking after the academics exclusively and one Mandai Educational Officer to look after the administration and monitoring of the schemes to meet the requirements of the improved Learning outcomes in the students. To give effect and to cope up with the rapid administrative and academic reforms introduced in School Education Dept., revamping and the revisiting of the monitoring system at the field level is essential.
2. Accordingly, the Commissioner of School Education has submitted proposal to create (679) MEO-II posts mainstreaming with newly formulated Mandals, purely for monitoring of the academic and non-academic activities and to create additional 13 posts of MEO-I in addition to the existing (666) sanctioned posts, duly bringing them to the coterminous and bridging with new establishment of Educational Mandals on par with Revenue Mandals.
3. Government, after careful examination of the matter, hereby accord permission for creation of (i) 13 MEO-I posts and (ii) 679 MEO- II posts at annexure-I for effective monitoring of the academic and non-academic activities, duly suppressing the (1145) vacant Craft / Art / Drawing teacher posts at annexure-II appended to this order, subject to issue of the detailed orders duly mentioning the work distribution between MEO-I and MEO-II posts and filling up the posts after framing the service rules of MEO-II post and also modifying the existing MEO post as MEO-I in their service rules.
4. The Commissioner of School Education, shall take further necessary action accordingly, in the matter.
5. This order issues with the concurrence of the Finance (HR.II) Department, vide their U.O.No.1472708/HR.II/FIN01-HROMISC/137/2021, dated: 16.09.2022.
