Sub :- School Education – DSC-1998 – Appointment of 4,072 candidates as SGTs who were qualifed in DSC-1998 on contract basis with Minimum Time Scale (MTS) with terms and conditions – Certain instructions – Issued.

The attention of the District Education Officers of the State (Previous) are invited to the instructions read above and informed that the Government has sanctioned the appointment of 4,072 candidates qualified in DSC-1998 as Secondary Grade Teachers on contract basis with minimum tenure. With the following terms and conditions as applicable to contract employees.

a. Their appointment will be purely on contractual basis on the terms and conditions applicable to contract employees as per existing rules, without any consideration upto the age of 60 years of the candidates.

B. Candidates should also fulfill any other educational/technical qualification requirements as prescribed by the subsequent DSC and achieve them within two years.

C. Appointed candidates B.Ed. Qualifications should be six months bridge course in basic education recognized by NCTE within one year from the date of such appointment.

d. These contract teachers are only entitled to benefits available to other contract teachers and cannot claim benefits available to regular teachers.

e. These orders are issued for accommodation to DSC-1998 candidates only by granting them as a special case under humanitarian exceptional circumstances and it cannot be taken as precedent.

Therefore, District Education Officers (Ex) of the State are hereby directed to take the following steps for appointment of DSC-1998 candidates as SGT on MTS basis as per G.O.Ms.No.27 SE (SER) Department Dt:15. -03-2023.

i. The District Education Officer concerned is directed to submit the merit list of DSC-1998 candidates for approval by the District Selection Committee as per the norms in force.

ii. To take agreement from selected DSC-1998 candidates as per rules followed in DSC-2008 (MTS) candidates.

Vacancies for counseling will be filled in the following order of priority:

i. Recruitment of DSC-1998 candidates in single teacher schools with student enrollment between 20-30.

ii. Where there are no teachers in schools, they should be appointed.

iii.Posting them in other schools with high enrollment and less teachers. iv. To appoint them as CRPs in available vacancies

For accommodating all the DSC-1998 candidates certain excess available vacancies were shifted to shortfall districts and the details are as below:

Note: Shifting of the SGT vacancies from districts in the above mentioned points on order of priority is done purely on adhoc basis to accommodate the DSC 1998 candidates till SGT vacancies arise in these districts.

District Educational Officers shall strictly follow the above directions with out any deviation.

The District Educational Officers in the State (Erstwhile) are requested to follow the above instructions and complete the process and submit compliance report.
