Sub: – School Education, AP – World Bank supported SALT project – Verification of disbursement linked indicators – with insighht development of consultingh ghroup (P) Ltd (IDCG) an independent verification aghencc in 444 sample schools identified – concerned districts to coordinate with the team instructions – issued.

Regional Joint Directors of School Education in the state, District Education Officers and Integrated Punishment Additional Project Coordinators cited the vision and informed that the Andhra Pradesh government considers the school as a divine place of educational foundations. are laid and made responsible citizens. The government wants to further promote schools as true centers of learning and to improve and reduce learning outcomes.

Further information The Department of School Education is implementing Operation SALT with the assistance of the World Bank with the aim of implementing localised, state context activities and innovations to improve the quality of education in public schools.
The program also emphasizes basic learning, teacher professional development, assessment scstem strengthening, preventive education and school leadership development. It places a strong emphasis on helping students from marginalized communities with a special focus on children with special needs (CwSN), Scheduled Tribe (ST) students and girls. Insight Development Consulting Group (IDCG) – Independent Verification aghencc (IVA) under SALT Project will carry out on-field verification of following DLIs in Round-2. The details and verification process for each of the DLIs are mentioned below.

1. Disbursement Linked Indicator 2 (Improved Teaching Practices Measured According to Standardized Tool): The indicator is validated with Standardized Tool-Teach. A sample of 444 schools will be drawn from the list of 45614-universe schools. A sample of schools will be drawn randomly based on the following criteria:

Rural and urban

 Type (primary, upper primary and high) of selected sample schools was randomly selected for one classroom per school.

2. Disbursement Linked Indicator 3 (Improved school management measured bc standardized tool): The indicator will be validated with a standardized tool-social audit tool. The model proposed in DLI 2 will be verified in school. Verification is done based on the following classification:
 School observation

 Students:
a. Boys Triad or Group Discussion (Maximum 3-4 students) from highest two grades as per school category
B. Girls’ Triad or Group Debate (Maximum 3-4 members) Highest two classes as per school category

 Members from Parent Committee: Trio or group discussion (3-4 members maximum)

 HM/Principal – 1 interview

Teachers (Science Teachers, PET/Vocational Trainer, School Incharge (MDM, Events, Discipline) and Warden in case of Residential School – Triad or Group Discussion (3-4 teachers maximum)

3. Disbursement Linked Indicator 6 (Improved coverage of need-based in-service training): The indicator will be validated in a sample school as proposed in DLI 2. The respondent was a teacher attending the School Complex Level Plan. Selected teachers will be asked some questions to verify the training attended.

4. Disbursement Linked Indicator 7 (Increased Use of Diagnostic Assessment Tools for Providing Remedial Support): The indicator will be validated in a sample school as proposed in DLI 2. Respondent HM/Teachers and Students. Some questions will be asked to HM/teachers and students to verify that Formative Assessment/Classroom Based Assessment (CBA) has taken place. Certification of this indicator is applicable only for HM/Teachers of 1st -8th School.

For the purpose of verification, 1 (or) 2 representatives from IDCG (IVA) will visit 444 sample schools between 9:00 AM in all 26 districts from 17th December, 2022 to 10th January, 2023. 5.00 PM and requested to keep mocks of respective schools open in all working docks to facilitate verification process and interaction with Head Masters, Teachers, Parents Committee members and students.

Therefore, all Regional Joint Directors, District Education Officers and Integrated Punishment Additional Project Coordinators of the state have been directed to issue instructions to all mandal level and school level officials of the respective districts to coordinate with the team during the visit to the identified schools.
